"Local* Teacher better than "Chinese" Teacher

as recommended by the Committee, since it covere

Portuguese, Indian, etc.

If the Director is compelled to undertake this duty,

rules defining it should be made. I am personally

of opinion that the only object it is likely to

serve is to ensure that the Sanitary Department

byelaws are complied with, a duty which could

really be better performed by the Medical Officer

of Health.

Article 40.

This proviso was originally intended to prevent the

crimping of promising pupils, but I have worded it

to cover the cases of certain boys from the Philli-

pines and Tonkin who come here to finish their

education.

The Education Committee did not deal with Verna-

cular Schools. By giving a capitation grant as

at B, I have obviated the necessity for distinguish-

ing between Upper and Lower Grade Vernacular

Schools.
